Payne then threatened to arrest Wubbels for interfering with an investigation if she didn't draw the blood or let him do it.
Footage taken from police body camera and Salt Lake City's University Hospital shows the moment Payne snapped and made a decision to place Payne under arrest for not cooperating.
"The patient can't consent, he's [Detective Payne] told me repeatedly that he doesn't have a warrant, and the patient is not under arrest".
"I'm just trying to do what I'm supposed to do", she said.
When Wubbels repeated the policy to the detective, he then grabbed her and said she was under arrest.
Wubbels told Payne that blood sample from an unconscious patient can not be taken without a warrant, under arrest or patient consents.
Wubbels said she was detained by officers in the auto for about 20 minutes before being released. He says: 'No we're done, we're done - you're under arrest.
She said: "This cop bullied me".

Jeff Payne came into University Hospital's Burn Unit where she was working as a charge nurse on July 26 and asked for access to the patient to take blood for an investigation.
