Fewer then 20 minutes later, the president reiterated his signature campaign promise: a wall on the southern border funded by Mexico.

Without an agreement with the Mexican government, Trump has leaned on Congress to appropriate money for the initial phases of construction. House Speaker Paul Ryan, R-Wis., also has suggested a better time for a stand would be when the House and Senate negotiate final fiscal 2018 spending bills later in the year.

The second round of the NAFTA renegotiation is scheduled to begin Friday in Mexico City.
