Barcelona has reacted bitterly to his move, first refusing to pay his father (who doubles as his agent) a €25 million (£23 million/$30 million) fee for brokering his original contract extension, then delaying his PSG debut by failing to send his global transfer certificate promptly.
Barcelona has announced it is taking legal action against Neymar after alleging that the Brazilian failed to fulfil his contract.
The statement continued: "The club also requests Paris St-Germain take on responsibility for the payment of these fees if the player can not do so himself".
The amount is €8.5m in damages, plus an additional 10% in interest.
Neymar appeared to commit his long-term future to the Nou Camp club in October 2016 by putting pen to paper on a five-year deal until 2021.
"There were three conditions - one, that the player didn't negotiate with another club before July 31; two, that he publicly expressed his decision to fulfil his contract; and three, the payment was to be made on September 1 to ensure he didn't go to another club", Vives said.
"Neymar is now history and he wanted to go".
